Membership built on trust, value and institutional responsibility.

1. Purpose and institutional basis

The Global Organization of Bridges (GOB) is a strategic project of the Moroccan Youth Council for Diplomatic and International Cooperation (MYCDIC). Membership exists to create structured cooperation among credible Moroccan, African and diaspora organizations, strengthen institutional capacity, improve access to opportunities, encourage responsible international engagement and support practical collaboration across borders.

This Policy is intended to protect three interests at the same time: the autonomy of participating organizations, the integrity of the GOB network, and the institutional responsibilities carried by MYCDIC as GOB's parent organization.

2. Legal and institutional status of membership

Membership is a network relationship. Unless a separate written instrument expressly provides otherwise, admission to GOB does not:

• merge the member organization with GOB or MYCDIC;
• create a legal partnership, agency, employment, franchise, joint venture or fiduciary relationship;
• authorize a member to bind, represent or make commitments on behalf of GOB or MYCDIC;
• grant diplomatic, consular, governmental, intergovernmental or public-authority status;
• convert a member into an official office or representation of MYCDIC;
• guarantee funding, travel, visas, accreditation, contracts, invitations, media coverage or any particular benefit.

Each member remains solely responsible for its own legal personality, registration, governance, finances, staff, volunteers, tax position, activities and compliance obligations.

3. Participation categories

GOB may introduce additional categories, statuses, badges or participation levels where operationally useful.

4. Eligibility

Organization membership is intended primarily for legally constituted or otherwise credibly established organizations whose work is compatible with GOB's mission. GOB may consider applicants from Morocco, African countries, Moroccan and African diaspora communities, and other organizations whose participation creates a clear bridge with the network's purposes.

Minimum expectations

• lawful existence or a credible path to formalization where a specific intake permits it;
• an identifiable leadership or authorized contact person;
• activities consistent with peaceful, lawful and responsible civic participation;
• accurate application information and willingness to cooperate with verification;
• respect for safeguarding, non-discrimination, anti-harassment, integrity and confidentiality standards;
• no misuse of GOB, MYCDIC or partner identities.

Eligibility does not create an automatic right to admission. GOB may prioritize cohorts, geographies, sectors or profiles according to capacity and the published objectives of a particular intake.

5. Application and admission

An application is an invitation for review, not a contract or promise of acceptance. GOB may request additional documents, clarification, an interview, references, proof of registration, proof of authority to apply, or other proportionate information needed to assess institutional credibility and fit.

Admission decisions may take account of legal compliance, organizational credibility, governance, safeguarding, reputational considerations, geographic balance, program capacity, strategic complementarity, duplication, conflicts of interest and the likely contribution of the applicant to the network.

GOB may approve, defer, place conditions on, invite resubmission of, or decline an application. Where appropriate, GOB may offer a different participation route instead of full organization membership.

6. Verification and due diligence

GOB may verify public records, websites, social-media profiles, registration information, public leadership information, sanctions or compliance concerns, references and documents submitted by the applicant. Verification is proportionate to the relationship and may be repeated during membership.

Submitting altered, misleading, fabricated or materially incomplete information may lead to immediate rejection, suspension or termination and may be documented for integrity and fraud-prevention purposes where lawful.

7. Free core membership

Core organization membership is currently free for approved organizations. GOB may review this model in the future. Any future introduction of a fee for core membership will be communicated prospectively and will not be applied retroactively without appropriate notice.

Free membership does not mean that every service is free. Costs may arise for optional travel, accommodation, external certification, conference tickets, premium third-party tools, shipping, paid partner products or other services clearly identified before commitment.

8. Member rights

Subject to status, capacity and the terms of a particular opportunity, an active organization member may:

• identify itself as a GOB member using approved wording;
• access member communications, calls, resources and selected opportunities;
• request introductions, capacity support or institutional guidance through available channels;
• be considered for the public member directory or beneficiary showcases;
• participate in eligible training, consultations, roundtables and network activities;
• submit proposals, cooperation ideas and opportunities for circulation;
• raise concerns and request a review of administrative decisions under this Policy.

Rights are subject to availability, eligibility, program rules, partner conditions, safeguarding, security, capacity and lawful institutional decision-making.

9. Benefits, opportunities and service levels

GOB is designed to create practical value, but it operates on a best-efforts and capacity-based basis. Benefits may include digital tools, training, visibility, opportunity mapping, partnership facilitation, institutional introductions, research access, member discounts and participation in selected events.

GOB may allocate limited opportunities through published eligibility criteria, rotation, thematic relevance, geography, readiness, performance, safeguarding considerations, partner requirements or strategic fit. Equal membership status does not require identical access to every opportunity.

10. Strategic coherence and institutional priorities

Members remain independent and may pursue their own lawful missions. However, any activity seeking GOB endorsement, GOB resources, MYCDIC association, co-branding, official introductions, public representation, funding facilitation, partner access or placement within a GOB program must be compatible with GOB's published mission, institutional principles, safeguarding rules, partnership commitments and the priorities validly adopted within the MYCDIC and GOB governance framework.

GOB may decline to associate its name, resources or institutional relationships with an activity that is lawful but falls outside its mission, duplicates another initiative, creates avoidable diplomatic or reputational risk, conflicts with a partner commitment, or is not suitable for the network at that time.

11. Member obligations

Members are expected to:

• maintain accurate organization and contact information;
• comply with applicable law and their own governing documents;
• act in good faith and avoid conduct likely to damage the network or other members;
• respect GOB policies, safeguarding rules, confidentiality and event-specific instructions;
• avoid corruption, bribery, fraud, misrepresentation and misuse of funds;
• respect intellectual property, privacy and personal-data obligations;
• cooperate with proportionate compliance, safeguarding or integrity reviews;
• inform GOB of material changes that affect eligibility, legal status or authority to participate;
• use opportunities and partner benefits only for legitimate eligible purposes.

12. Representation, titles and public statements

A member may state that it is a member of GOB only while its membership is active and only in wording that does not imply that the member speaks for GOB or MYCDIC. Appointment to a GOB coordination or representative role requires a separate written appointment or official publication.

No member may issue a diplomatic statement, policy position, commitment, invitation, accreditation, certificate, official letter or public representation in the name of GOB or MYCDIC without authority from the competent body.

13. Name, logo, trademarks and co-branding

GOB and MYCDIC names, logos, seals, visual identities and official templates remain controlled institutional assets. Membership does not transfer any ownership right.

Members may use approved membership badges or approved descriptive wording where provided. Any co-branded campaign, event, document, certificate, sponsorship deck or fundraising communication requires prior authorization where it could reasonably imply GOB or MYCDIC endorsement.

Permission may be withdrawn where use is inaccurate, outdated, misleading, inconsistent with brand rules or creates legal, safeguarding or reputational risk.

14. Partner discounts and Member Advantage offers

GOB may negotiate preferential access, donated products, credits or discounts from third-party providers. Selected offers may reach substantial discounts, including up to 90 percent where a partner has expressly made such an offer available. The exact benefit, eligibility, geography, duration and eligible users are always governed by the partner's current terms.

• offers may change, pause or end without GOB controlling the decision;
• some offers may be available to the organization only, while others may extend to verified members;
• members may not resell, transfer, duplicate or misuse discount access;
• GOB does not warrant third-party products and is not the seller unless expressly stated;
• partner disputes are governed by the partner's own terms unless GOB expressly assumes another role in writing.

15. Member directory, recognition and publicity

GOB may maintain a public or restricted directory to help members discover one another and to demonstrate the network's institutional reach. Directory data may include organization name, logo, country, city, field, public website, public social links, membership status and a short public description.

Personal contact details are not published by default unless clearly intended for public use or separately authorized. A member may request correction of inaccurate directory information. Removal from public display does not necessarily end internal membership records that GOB is entitled or required to retain.

16. Data protection and confidentiality

Personal data is handled under the GOB Privacy Notice. Members must ensure that they have a lawful basis to provide personal data relating to their representatives, staff, volunteers or beneficiaries and must avoid uploading unnecessary sensitive information.

Information marked confidential, or which is clearly confidential by nature, should not be disclosed outside the intended cooperation unless permitted by the disclosing party or required by law. GOB may use professional advisers, service providers and authorized MYCDIC personnel subject to appropriate confidentiality and data-protection controls.

17. Integrity, safeguarding and responsible participation

GOB applies a protective approach to children, young people, vulnerable persons, participants and institutional partners. Members must follow applicable safeguarding requirements and the Safeguarding Framework.

GOB may act immediately where it receives credible information concerning abuse, exploitation, harassment, violence, fraud, corruption, serious discrimination, unlawful conduct, threats, coercion, retaliation or misuse of institutional access.

18. Conflicts of interest, neutrality and sensitive activity

Members should disclose conflicts that could materially affect a GOB decision, opportunity, procurement, grant, selection or partnership. GOB may require recusal, additional disclosure or other proportionate safeguards.

GOB is a civil-society and international-cooperation project. Membership may not be used to suggest governmental endorsement, partisan authorization, diplomatic immunity or institutional approval of a member's independent political positions. GOB may set neutral participation rules for activities involving politically sensitive, diplomatic, security or high-reputation contexts.

19. Projects, funding and financial responsibility

Unless a separate written agreement states otherwise, members are responsible for the finances, liabilities, staff, volunteers, suppliers, taxes and reporting obligations of their own projects. A GOB introduction to a funder or partner does not make GOB a guarantor, fiscal sponsor or contracting party.

Any project delivered under an official GOB or MYCDIC mandate may be subject to additional budgets, approvals, reporting, procurement, audit, visibility, safeguarding and communications requirements.

20. Membership monitoring, renewal and status review

GOB may periodically confirm that a member remains active, reachable, eligible and compliant. Reviews may be triggered by inactivity, a material change in leadership or legal status, complaints, safeguarding information, a partner requirement, a risk event or routine quality assurance.

GOB may use statuses such as active, under review, inactive, suspended, withdrawn or former member. Status labels are administrative and do not create vested rights.

21. Suspension, restriction and termination

GOB may suspend, restrict or terminate membership where reasonably necessary to protect participants, comply with law, preserve institutional integrity or manage serious operational risk. Grounds may include:

• materially false application information or identity misrepresentation;
• loss of legal status or authority to participate;
• serious or repeated policy breaches;
• safeguarding, fraud, corruption, sanctions, security or criminal-risk concerns;
• misuse of GOB, MYCDIC or partner names, documents, discounts or credentials;
• conduct causing substantial reputational or diplomatic risk;
• non-cooperation with a proportionate integrity review;
• persistent inactivity where the network requires active status;
• circumstances in which continued membership is no longer compatible with GOB's mission or institutional responsibilities.

Where urgent protection is required, GOB may impose an interim suspension before completing a review. Termination does not entitle a member to compensation for lost opportunities or future benefits.

22. Administrative review, complaints and fairness

A member may request administrative review of a significant membership decision by writing through the published contact or complaints channel, normally within 30 days of notification. The request should identify the decision, relevant facts and any material information not previously considered.

Review does not automatically suspend a protective measure. GOB may decline repetitive or abusive requests that raise no new material point. Safeguarding and legal matters may be handled under separate procedures.

23. No guarantee and allocation of responsibility

GOB provides a cooperation framework and uses reasonable efforts to create value. To the fullest extent permitted by applicable law, GOB and MYCDIC do not guarantee admission, continuous service availability, specific funding, partner discounts, business outcomes, visas, travel, contracts, media coverage or success in any external opportunity.

Members remain responsible for their own decisions and for conducting appropriate due diligence before entering contracts, travel arrangements, funding commitments or third-party services.

24. Changes to this Policy

GOB may update this Policy to reflect legal requirements, new services, partner arrangements, safeguarding standards, technology or institutional development. Material changes will normally be published with an updated effective date and, where appropriate, communicated to active members.

Where a change materially affects a specific paid service or signed commitment, the applicable contract or mandatory law will determine whether additional notice or consent is required.

25. Applicable law, mandatory rules and policy hierarchy

This public Policy operates within the legal personality and institutional framework through which GOB is administered. Mandatory laws of Morocco, Spain, the European Union, the country in which an activity occurs, or another competent jurisdiction may apply depending on the facts.

Where a specific partnership agreement, grant agreement, event rule, safeguarding procedure, data-protection notice or signed instrument applies, that instrument may add to this Policy. Mandatory law always prevails. Otherwise, documents should be interpreted, as far as reasonably possible, consistently with GOB's published mission and the governing institutional framework of MYCDIC.
